Well I don't even remember when, where or how I aquired this tank but it was part or some trade I did in the past year. Anyway I finally got around to airing the little bastard up a few weeks ago and BOOM!! One of the burst discs blew out. At first I didn't think much about it but when I got to looking it struck me a little odd that the 1800psi burst disc was the lower (closer to tank) one while the 5000psi disc was the upper (closer to end that goes into marker). I'm thinking someone switched these around prior to shipping and that the 5k should be where the 1.8k is (& vise-versa). The pic below shows the way they were when I received them and did the fill:

i just checked my carbon fiber pe tank and my aci buldog and you would be correct, the higher pressures are at the bottom and the lower pressures should be at that top.
if it wasn't a small tank then you should keep it as sad to say those pure energy regs have a realatively good recharge rate

The tank/reg in question is a steel 68/3k, I wanted to keep it as an "xtra" for friends or others that might need one..... I have a similar crossfire tank that I've lended out countless times. I feel a lot better about letting someone borrow a steel tank rather than one of my fiberwraps.
Thx for confirming the arrangement Goose, I was pretty sure they were swapped but in a case like this it's much better to ask and get some feedback from others. :D
